			<content:encoded><![CDATA[<p>This hit the airwaves this morning, June 19, 2008 and is going to affect travel to and from <strong>Lake Powell </strong>from the South for several months.Driving through &#8220;the cut&#8221; by Bitter Springs, AZ,  up or down the mountain pass, coming to or going from the <strong>Page - Lake Powell</strong> area is going to be significantly more difficult as they upgrade the road.</p>
<p>Here is the news release from the <strong>Arizona Department of Transportation</strong></p>

<p>Construction Delays Expected on US 89 South of Page</p>
<p>June 18, 2008 BITTER SPRINGS -</p>
<p>Drivers on US Highway 89 south of Page, Arizona, should expect delays this summer, according to the Arizona Department of Transportation (ADOT). Beginning Monday morning, June 23, 2008, ADOT will begin a new roadway improvement project just north of the US 89A junction and the community of Bitter Springs, which will extend north through “the cut” toward Page and Lake Powell.</p>
<p>Initially, drivers should expect daily changes in traffic patterns, and some project work will require restricting the roadway to one lane. During lane closures, flaggers and pilot vehicles may guide motorists through the project area. Speed limits in the project area will be reduced to 25 mph. Also, vehicle travel lanes will be restricted to widths of 10 feet or less during construction hours. Travelers should plan for delays of approximately 30 minutes.</p>
<p>Hours of construction will be 6 a.m. to 7 p.m. (MST), Monday through Thursday, from June 23 through July 10. However, during the Fourth of July holiday weekend, all lanes will be open beginning at 6 p.m. Wednesday, July 2, through 6 a.m. Monday, July 7. Construction hours and traffic control measures are expected to change in mid July to accommodate paving operations; periodic updates will be available on the project hotline and Web site. Also, drivers should expect increased truck traffic on US 89 between Gray Mountain, Arizona, and the project area.</p>
<p>As part of the $3.9 million project, workers will replace the pavement from milepost (MP) 524 to MP 531. The project also includes resurfacing existing paved turnouts, striping and signing, installing guard rail, seeding and completing other related work. ADOT anticipates work will be completed by mid September. ADOT advises motorists to drive safely as construction crews will be working on the roadway throughout the duration of the project. Motorists must obey all posted restrictions throughout the project area. Message boards and other traffic signs will provide additional construction details.</p>

			<content:encoded><![CDATA[<p>This is the second in a series of articles regarding first time homebuyers assistance programs for the <strong>Lake Powell</strong> area. <p>While not all people qualify for the assistance programs if you are interested in buying <strong>Lake Powell real estate</strong>, either in <strong>Utah or Arizona</strong>, these programs are readily available.</p>
<p><strong>Utah</strong> has a program to encourage first time homebuyers to make the leap to home ownership instead of renting. One of the best programs out there is offered by the <a href="http://b2b.utahhousingcorp.org/cgi-bin/R?P=uhc_home.html" title="Utah Housing Corporation">Utah Housing Corporation</a>.</p>
<p><strong>Utah Housing Corp</strong> is a private/public partnership. From William H. Erickson, President</p>
<ul>
<li>With a mission to provide safe, secure and sanitary housing for Utah residents earning low and moderate incomes, UHC is dedicated to improving the quality of life for families, single parents, senior citizens, disabled and special needs people.</li>
<li>Most importantly, the Corporation meets this goal without using state revenue. Instead, UHC takes an innovative, entrepreneurial approach. Authorized by the state to sell tax-exempt bonds, UHC lends the proceeds to eligible borrowers through private lending institutions. These low-cost, low-interest mortgage loans enable more low-income people to invest in their own homes rather than incurring the expense of rent.</li>
</ul>
<p><strong>First Home</strong> and <strong>First Home Plus</strong> are two of the programs offered through UHC. First HomePlus also offers downpayment assistance and closing cost assistance. These are not grants, but rather low cost, low interest loans that are taken as a second mortgage. <strong>First Home Plus</strong> also has below-market, 30 year fixed rate mortgage loan to qualified applicants.</p>
<p>While not a requirement of the program, it is strongly recommended homebuyers take a Counseling and Training class offered at several Utah locations.</p>
<p>First Home is a downpayment savings program in which UHC will match every dollar saved toward a down payment 3 to 1 for a total of between $3,000 and &amp;5,000. Every year the buyer lives in the home 1/5 of the gift is forgiven.</p>
<p>In order to qualify you</p>
<ul>
<li>have to be a first time homebuyer</li>
<li>fit in the eligible income bracket</li>
<li>home must be under $383,750 in Kane County</li>
</ul>

Yesterday was a beautiful day here in the Lake Powell area. A cold front has moved to the North of us and the temperature was in the low 80&#8217;s.  It was a big day!

<p>Yesterday was a beautiful day here in the <strong>Lake Powell </strong>area. A cold front has moved to the North of us and the temperature was in the low 80&#8217;s.  It was a big day!</p>
<p>The <strong>Castle Rock Cut</strong> had houseboats moving back and forth through it for the first time since 2003.  The Cut saves the 12 mile journey to leave <strong>Wahweap or Stateline Marina</strong> and head up lake via the main channel. That trip, without the Cut, requires boaters to head to the<strong> Glen Canyon Dam</strong> before catching the main channel uplake and takes about an hour.</p>

<p><strong>Lake Powell</strong> is still rising between 10 and 12 inches a day. May&#8217;s inflow was less than expected due to the cold fronts that moved through the drainage area preserving the snow pack. Numbers for the runoff season have been adjusted accordingly and the <strong>Bureau of Reclamation</strong> is predicting a <strong>final elevation</strong> for Lake Powell at 3638 feet above sea level by early August. This will put the lake at 62 feet low.  <strong>Lake Powell</strong> was a bit more than 110 feet low when spring run off started this year.</p>

			<content:encoded><![CDATA[<p>In an attempt to try and get a grip on what has happened in the mortgage mess I read a lot. Tonight there was a interesting article on MSNBC <a href="http://www.msnbc.msn.com/id/25053787/" title="HUD">(see article here)</a> about the part HUD, Housing and Urban Development, has played in the current situtation. That situtation being the expected 3 to 4 million people who now own homes and can not afford the high-interest rate sub-prime loans they received.</p>
<p>It seems like there is all manner of finger pointing going on over whose fault this is.</p>
<p>From the article</p>
<p>&#8220;Eager to put more low-income and minority families into their own homes, the agency required that two government-chartered <a href="http://www.msnbc.msn.com/id/25053787/#" itxtdid="6202884" target="_blank" style="border-bottom: 0.075em solid darkgreen ! important; font-weight: normal ! important; font-size: 100% ! important; text-decoration: underline ! important; padding-bottom: 1px ! important; color: darkgreen ! important; background-color: transparent ! important" classname="iAs" class="iAs">mortgage</a> finance firms purchase far more &#8220;affordable&#8221; loans made to these borrowers. HUD stuck with an outdated policy that allowed Freddie Mac and Fannie Mae to count billions of dollars they invested in subprime loans as a public good that would foster affordable housing. &#8221;</p>
<p>The problem is as well tho, who ok&#8217;d the borrowers for loans in the first place.  The HUD policy now ends up hurting the people it was trying to help.</p>
<p>So going back further, who issued these loans?</p>
<p>Another article over at <a href="http://www.bloodhoundrealty.com/BloodhoundBlog/?p=3201" title="Sean Purcell at Bloodhound Blog">Bloodhound Blog</a>, points to the big three ~ Countrywide, WaMu, and Wachovia. Countrywide and WaMu have been in the news a lot and in the last few days Wachovia&#8217;s CEO has been forced to resign.  Wachovia&#8217;s reported losses were doubled what they had forecast.</p>
<p>Then there were the rating agencies, like Standard and Poors, who rated high risk loans low, or lower than they should have been, making them more affordable. Had that not been the case loans would have been more expensive having the effect of putting the breaks on.</p>
<p>Let&#8217;s not forget the borrower.  The borrowers were given a gloss story, they bought it, hook, line and sinker. But in the end it is the borrower who needs to be educated, to some degree, before signing something that has the potential to ruin many years of their life. I hear loosing a home is no fun at all. On the flip side, the borrower must hold some of the responsibility for their own financial decisions.</p>
<p>From the MSNBC article:</p>
<p>&#8220;Judith Kennedy, president of the National Association of Affordable Housing Lenders, said that while Fannie and Freddie nurtured unregulated subprime lenders, an estimated 30 percent of subprime borrowers could have qualified for safe, lower-cost prime loans. &#8221;</p>
<p>30%??</p>
<p>While not being a huge fan of regulation, it&#8217;s hard to understand how so many entities were playing the system, making a ton of money and no one stepped up to the plate. Some saw it coming, maybe many did, but it is some sort of a disaster when 30% of the people need not even be involved and yet are.</p>

		<title>Lake Powell Water Level Continues to Rise</title>

			<content:encoded><![CDATA[<p>Lake Powell has passed a milestone - it is less that 100 feet low! When Lake Powell is full the water depth at Glen Canyon Dam is 560 feet deep. As of May 16th we crossed the 100 foot threshold and the lake was 460 feet deep at the dam. The rivers feeding Lake Powell are running at @ 124% of average which is great news.</p>
<p>Currently Lake Powell is rising  6 to 9 inches a day and that should continue for several more weeks.  As of Friday the lake was 11 inches below the water level to reach the Castle Rock cut. Boats heading out of Wahweap Marina to go uplake have had to make the 11 mile journey down to the dam and back up the main channel as the water has been to low to cover the Cut at Castle Rock. That should change in the next few weeks saving boaters and tour operators fuel cost.</p>
<p>3700 feet above sea level is considered &#8220;full&#8221;for Lake Powell and this year we are expected to see a high elevation of 3639, or about 61 feet below full pool. This will also allow a 12% increase in power production at Glen Canyon Dam over last year.</p>
<p>News in this afternoon - the lake has been coming up 12 inches a day the past three days - that is 1/2 an inch an hour - you can darn near see that!!</p>

Three or four nights a week, we pack up the guitars and head to Page to perform for a few hours.  Butterfield notably has the best view in <strong>Page</strong> of <strong>Lake Powell</strong>, Glen Canyon, <strong>Glen Canyon Dam</strong> etc&#8230;</p>
<p>Friday night I decided to snap a few photos from the stage. It is rather amazing what happens every night as the sun goes down.</p>

<p>It was a bit chilly this evening. Here is a view from the stage looking out through the large picture windows. The wait staff is getting ready for one of the several tour buses that will be enjoying dinner, views and entertainment this evening.</p>
<p>With <strong>Lake Powell </strong>rising about six inches a day right now, the view in the next month is going to look much different.</p>

			<content:encoded><![CDATA[<p>Folks interested in owning a home or land in the <font color="#000000"><strong>Lake Powell</strong></font> area should be aware of the first time homebuyers assistance programs.</p>
<p>Because the <strong>Lake Powell real estate</strong> area encompasses two states, <strong>Arizona</strong> and <strong>Utah</strong>, we&#8217;ll discuss assistance programs in both states. This post will address the Arizona assistance program offered through NACOG the <strong>Northern Arizona Council of Governments</strong>. NACOG serves several Northern Arizona counties including Coconinio which is where Page and Greenehaven are  located.</p>
<p>With the current mortgage crises there has been a lot of jabber around the business about homebuyers assistance programs. In fact, HUD last October sued <strong>Nehemiah</strong>, the largest of the privately funded, non-profit, downpayment assistant programs , but lost in a federal court this March. While some people feel these assistance programs are detrimental to the overall mortgage market, I don&#8217;t agree, and especially in the case of NACOG.</p>
<p>NACOG applicants are throughly screened after a preliminary application is filed. Then the applicant must attend a 8 hour class on loans and finances where one topic that is covered is predatory lending. If more people had access to this type of information maybe the industry would not be in the condition it is in today.</p>
<p align="left">NACOG lists the following as their <font color="#000000" face="Century Gothic" size="4"><u>Program               Objectives</u></font></p>
<p align="left"><font face="Arial">• To provide homebuyer education and counseling in the areas of budget, credit, lending, real estate and title</font></p>
<p><font face="Arial">• To determine grant program eligibility</font></p>
<p><font face="Arial">• To identify compatible primary loan products</font></p>
<p><font face="Arial">• To refer families to applicable<br />
services as available</font></p>
<p align="left">It can take several weeks to a couple of months to get all the way through the program. In the end it appears that we have a better educated homeowner. One of the key words NACOG uses is sustainable.</p>
<p align="left">Sustainable homeownership - who would have thought?</p>
<p align="left">NACOG is there to assist low to moderate income families with first time homeownership so there are financial considerations to be met before acceptance into the program. If accepted NACOG will provide up to a 5% down payment grant.</p>
